Greetings Aetherius,

I am sure many of you will be greatly pleased to know that Stavenn and
Kinsarmar have agreed to cease all hostilies between each other. This
means no Stavennite will attack inside the walls of Kinsarmar and no
Kinsarmarian will attack inside the walls of Stavenn. As keeping the
peace outside the city is troublesome at best, anyone from either city
will be required to submit a letter to the Minister of Security of each
city stating why they are making an attack on a citizen of the opposing
city. The war enemies from each city will be removed, and neither city
will offer protection to third party attackers that attack citizens of
either city and come inside the walls to hide from retribution. The
punsihment for breaking this treaty between Kinsarmar and Stavenn will
be a 20000 gold fine and a city disfavor for the first offense, the
second offense will result in the removal of citizen status for the
whole of two years. Any attack originating from inside a citizen's city
will also be in breach of this treaty and will be punsihed accordingly.
This treaty will remain in effect for five years from this day, at which
time there will be a reconvening to discuss this treaty.

I hope that wasn't too confusing. Just for the record Kinsarmar does not
claim to have won this war, the war has merely ended. We look forward to
a new age of peace for Aetherius.
