10.9.5 Allowing Groups to Create Polls

Cities and Councils may change the groups of people that are allowed to use the
PROPOSE command to create new polls. By default, only members of the ruling
council may do so.

To create a poll to change this, use:

  PROPOSE ALLOW PROPOSALS OF <org> TO <group of proposers>
  PROPOSE REMOVE PROPOSALS OF <org> TO <group of proposers>

Valid groups of proposers are:
  cityleader
  citycouncil
  ministers
  all
