On the 17th of Aequitas in the year 419, a Trust was entered between the
Saboteur guild and the primary toxin using organizations of the world.
This Trust is a binding document that ensures enforcement and fair and
equal treatment concerning matters of illegal toxins and banned
individuals/organizations. In exchange for their cooperation, the list
of legal toxins has been greatly increased to include all but two
toxins.

The participating primary toxin-using guilds were -

The Wardancers
The Lorekeepers
The Malignists
The Hunters

The participating cities were -
Kinsarmar
Antioch
Celidon
Khandava
Stavenn

Each organization was given a vote for ratification or not with a
majority vote required for the document to pass. Since the document was
passed by majority, those organizations that continue to refuse
ratification were banned all toxins.

The following organizations are banned from the use and/or possession of
all toxins -
The Hunter's Guild
The City of Celidon

Members of these organizations are forbidden the possession or use any
toxins until such a time as their leadership ratifies the Trust as it
was ratified by the majority. The Saboteur guild considers possession
and/or use of any toxin by a member of a banned organization to be a
capital offense and will be dealt with accordingly. If you are a member
of one of these organizations and currently in possession of any toxin,
please turn in your contraband to a member of the Saboteur Leadership.

Please note that an attempt by an individual of a ratifying organization
to aid an individual of a banned organization to circumvent their
banning is, in and of itself, a violation of the Trust your organization
entered and will be punished in the manner outlined in the document.

Each ratifying organization will be posting a file with the complete
Toxin Trust policy for your perusal as well as a listing of currently
banned individuals and organizations. Those individuals who are neither
part of a ratifying organization nor a banned one will be considered
rogues and will be held to the same standards of a ratifying
organization by the Saboteur guild.
