Cease fire in the war.

Hello people of Kinsarmar. My most recent attempts at negotiation with
your leaders have gone nowhere, mostly because they never seem to be
around to talk.

I am thinking by now that everyone must be used to keeping the gates
closed all the time and living with the constant threat of attack, so in
the interests of having a conclusion in the conflict I am calling a six
month cease fire. Though there might be an accident or two, Stavenn's
forces will no longer breach or blockade the city or hunt the war
enemies.

This will last for six months from the end of Tenebrae through the end
of Halitus. The cease fire will end with the beginning of the month of
Artificium. You have half a year to open the gates, walk around, get
some fresh air. Perhaps even elect some new leaders who are actually
present.

We of Stavenn will be much more willing to negotiate with a ruling
council that did not try to destroy us. This would include a significant
reduction in any reparations Kinsarmar might make for initiating the
war.
