Towne Materials

We've made some changes to the material production system. The system is
now more reactive and will be able to dynamically handle real shortages
and surpluses.

If a towne material shop is consistently selling out of a certain
material, that towne will eventually start to produce that material
faster. After all, the townespeople want to make money and be rewarded
for their efforts. They will recognise that their material is in high
demand, and will produce more. Likewise, if a material shop consistently
has large amounts of a material in stock that is not being sold, they
will eventually start to produce less of that material. It's important
to note that both of these effects will only be recognisable over a
substantial period of time, in order to prevent the material shops from
being subject to artificial shortages. However, material production can
potentially be drastically increased or decreased.

Furthermore, the townespeople have a desired price for the sale of their
materials. The price for each material is different, and roughly
corresponds to an amount slightly lower than what materials are
currently selling for, on average. If the townespeople are receiving
more gold per material than they desire, they will want to increase
production of that material in order to make more gold. If the
townespeople are receiving less gold per material than they desire, they
will want to decrease production of that material.

Towne governments are now able to place a tax on towne material
purchases from their shops. The towne governor may set the tax rate and
this tax will be directly deposited into the towne's bank accounts. If
the towne does not have any bank accounts in existence, one will
automatically be created for it in the city/council that the towne is
loyal to. This gold will have a use in the near future. The amount that
the townespeople take into account when deciding whether to increase
production or decrease it is the amount of gold they receive after taxes
are taken out.

Finally, towne governors and towne aides may now REVLOG <towne name>.
