Ithaqua

Ithaqua is now a full forest council with jurisdiction (forest defences)
in the Ithaqua Forest in preparation for some future enhancements. Yes,
it has to do with the War System. No, it is not the actual War System.

It is a barebones council only, all functionality of the various
positions should be much the same as it was when it was a village. You
now have the unique privilege of creating your political structure from
the ground-up.
