Designers, you now have a RESUBMIT <item> command. This allows you to
resubmit a pattern/cast/blueprint/recipe/schematic for reapproval and a
new copy. It will go to the designers just like every other design, but
it is marked as a resubmission so that the approvers know that it has
already been approved in the past. Also, the resubmissions currently do
not count against your daily quota. Please don't abuse this privilege
(especially now given the newness of it). If the approvers get swamped
with them, I will add them to the quota.
