Mana Sip Rings.

It was mentioned, for a few brief moments, in the announce post #2080 that we had released some +mana sip rings. We had to remove this change while we made some unexpected modifications to its code, but I am now happy to announce that they exist and are available.

The artifacts are:

#217 - a ring of Sukhder's Fortune. This increases the amount healed by the mana potion by 10%. 500 credits.

#218 - a ring of Moradeim's Favour. This increases the amount healed by the mana potion by 20%. 1000 credits.

#219 - a ring of Aryana's Bounty. This increases the amount healed by the mana potion by 30%. 2000 credits.
