Revisions to HELP PK

Since the implementation of the bounty system and the recent arrival of shards, it seems necessary to make a few solid judgments and clarifications regarding PK rules. While we intentionally leave much of this open-ended, to avoid the stifling rules-lawyering that happens when a set of restrictions is too specific, there is still a certain set of situations that we hope to avoid. Conflict systems are meant to provide exciting, self-contained skirmishes and battles, not life-long grudges and constant reasons for additional killing. The changes below should help things significantly.

- The circle whose obelisk/outpost is being attacked may bounty the attackers. You may not bounty defenders.
- Similarly, bountying someone who defends their city from your raid would not be supported, but bountying the raiders of your city would be.
- Shard conflicts are not eligible for bounties in any way.
- The 3-day PK rule applies to the FILING of the bounty. You have 3 days from the offense to file the bounty, or it's considered stale. This avoids constant renewals of a bounty for the same reason (or dredging up old, vague issues in order to bounty.)

If you have been bountied and you wish to dispute the reasoning, please do so by issuing yourself. If that issue is found valid, we will administratively rescind the bounty.
