Obelisk related changes

The following obelisk-related changes are now active:

- POWERCALL will now transport you to a random outdoors room anywhere in the area, not only to a room close to the power node.

- When a capture attempt is over due to either side winning, all participants located within the structure will be transported to their home city or council.

- Probing a protected obelisk or outpost should give correct messages now.
