Classleads and Statpacks

There has apparently been some confusion about the new process we're
going to be using for classlead reports, so here's a few clarifying
points:

1) We're going to be doing this whole submission/endorsement/coding
process far more frequently. We're doing away with the huge "Submit 1000
reports and spend one month coding each class" process and moving to a
more frequent, modular process. Ideally, I'd like to spend a week on
submissions, a week on endorsements, then a week on coding, and then
repeat the whole process again.

2) We'll be doing different classlead "themes" in the future. For this
round, we're doing all skills. For the next round, we might open up
submissions for reports on changes to Aspect abilities. For the round
after that, we might open up submissions for changes to racial
abilities/stats.

3) I'm not holding Garryn back on statpacks because I'm interested in
"punishing" people for not completing their tournament matches. I just
don't want to make any substantial changes to combat balance until the
tournament is over. This is an issue of fairness. A tournament
participant has a right to expect that combat balance remains roughly
the same throughout the duration of a tournament.

So basically, get your matches done!
