Artifact Help File Change

I've updated HELP MISC ARTIFACT to indicate that the Prayer Beads,
Zydramir Journal, and Pendant of Ayasha actually cut the relevant
resource usage in half. That's the way the artifacts have worked, so
this isn't a code change. They were just described wrong in the help
files.

Penned by my hand on the 3rd of Ultio, in the year 532 AD.
