Amendment to Khandava Law.

Greetings all.

With all the recent changes to Khandava and the activities that surround
us, we have made the following update:

8.15 -> Non-citizens may not use Khandava as a hideout after recent
combat. 'Recent' is defined as within the time span of one Imperian day,
though not necessarily the same one. Hence, if a non-citizen is involved
in recent combat, whether willingly or unwillingly (such as being
ambushed), that non-citizen will not be afforded Khandava's protection
if the mentioned proceeds to the Khandava Council premises. However, an
exception to this would be 'Refugee Status', which can be granted by a
Caliph. A Refugee Status serves as a Guest Status, only it still extends
its protection in the event of recent combat. The duration of this
status may be for the individual incident, for a day, month, or however
long the Caliph chooses. A majority Caliphate vote may override the
granted Refugee Status, and prevent future Refugee Status.
