To the citizens of Khandava

Those seeking to defect from the Council of Khandava to the Council of
Celidon will not gain entrance through the Ambassador nor his aides.
These issues will be dealt with by the Advisors on a case by case basis.
If you seek refuge through Celidon, please direct your requests to the
Advisors. Whether or not you gain entrance will be decided through a
majority vote for approval or disapproval.
