Khandava's Hospitality

Khandava Council has long welcomed visitors to her pathways, and a wide
variety of people have enjoyed our hunting as well as our dining, from
Imperator to Shah to Child of the Wood. In recent years though our
hospitality has been abused, and our laws have changed to reflect that.

Previously, anyone attacking another within Khandava would be punished
under the laws of the Council. However too many found this to be a
comfortable place to hide out after initiating combat, turning Khandava
into a base of combat operations, which is not why we are here.

The law currently on the books in Khandava states the following phrase:
Non citizens may not use Khandava as a hideout to avoid the consequences
of battle. Should a non citizen hide in Khandava from a fight, they
shall bear the same punishment as falls to their killer, should they be
hunted within the Council. The Killer and the Killed will both bear the
Killer's fine and sentence. Exceptions to this rule shall be if the one
hiding in Khandava has sought and received permission from a ranking
(Guardian or higher) member of the Council.

Therefore if Crom attacks Bork in Caanae, and then runs to Khandava to
hide, and Bork comes to Khandava to kill Crom, and does so, Crom and
Bork will -both- have the fine for murder levied against them. Bork
shall be enemied for violence in the Council, and Crom enemied for bring
that violence here.

Apologies for the dull subject matter, but this will affect a great many
people's combat strategies, methinks. Best to let everyone know.
