Recent changes in Celidon and Toxin Trust issue

Greetings,

The Celidon Council recently passed a Prism Law which states that anyone
who prisms or portals to a target within the Celidon Council needs to
inform the target and garner approval before this action, otherwise,
should the target wish it, it will be considered an aggressive act
against the target. Allegations are only dealt with when targets are
Celidonians.

The Celidon Council has voted on and decided not to ratify the Toxin
Trust. Since the repercussions for not ratifying the Trust is that those
who do not ratify will be jumped for usage of toxins, and one of our
citizens had previously been jumped within our Council by a Saboteur for
using toxins, Asyrin in particular, we have decided to enemy every
single Saboteur to the Council to prevent future attacks.
