While you and your guild know I have always worked very hard to keep
your guild happy, I cannot agree to your new proposal and I doubt any of
the other organizations will either. Even if they do agree, I think that
there is no chance of them actually adhering to it.

How can we agree to a system that bans our people from being able to
fight for up to 10 years if they use illegal toxins? And 50k to 350k
fines? It's really just ridiculous.

Stavenn will not be working with this agreement. Any other organizations
who want someone to lead the way in its rejection now have their chance.

I would suggest a system with rewards as well as punishments, as well as
the realization that there are always people who will be breaking the
rules. A system which realizes this can be much more effective in the
long run.
