I thought we'd made this clear. However I feel the need to clarify.

Khandava is not in this war. Khandavans by and large would prefer that
the war be settled peacefully. Be it the peace of a quiet meadow or the
peace of an open grave. Your disagreements are not ours.

Anyone who is attacked within Khandava who is not Khandavan can expect
their assailant to be treated as a criminal. Our laws do not stop at our
citizens when deciding who they defend. I find it amusing that this
month alone I've enemied one Stavennite for killing an Antiochan and
three Kinsarmarians for assaulting a Stavennite. The Stavennite
apologized, the Antiochan thanked me, and the Kinsarmarians accuse me of
harboring murderers and made vague threats.

Every day the war to rid the world of thuggery becomes more thuggish.
