At the request of the Council of Khandava, I make the following
announcement as the Shah of Antioch, regarding the people of Khandava:

Antioch publicly acknowledges that the Council of Khandava has a right
to trade freely into perpituity. Furthermore, the City of Antioch that
agrees in any military action in which Khandavan citizens are involved
that battle shall be taken only to those who are deemed combatants.

For those who require a definition of terms, a combatant is someone who
has joined forces with one side of the conflict. Said combatants are
restricted to those who physically involve themselves in battle, where
it be in melee or an assault from afar.
