1. Stavenn and Celidon had a non-agression pact, meaning, they dont
touch our flags, we dont touch theirs.
2. No Stavennite nor Celidonian were in each other's raiding parties.
3. The Vian'Cirith Family (Which consists of Kildare and Yandra being
Celidonian, and the other kids being Stavennite) formed one raiding
group separate from the main city/council groups.
4. Last time I saw on that ctf, Mages were sitting on rites, Getting
Rezzed on rites, Clerics were standing on Vibes, Behind totems, Monks
Coming to aid them, Forestals working with demon using council members,
oh... shall I go on?

Oh, here's a thought if you say that Allying and non-agression are the
same, the Noctusari and Kinsarmar are on a Non-agression treaty right
now, That does not mean we are allied with them, just means we stay off
each other's cases for the time being.
