Common sense seems to indicate that Announce post #894 made the
Administration's stance on kicking people out of an organisation while
they are involved in an election quite clear. However, there appears to
be some confusion.

I'm going to clarify this once and for all. If you kick somebody out of
any organisation while that person is involved in an election, you must
be able to provide clear proof that he/she -must- have been removed from
that organisation. If you are not able to provide sufficient proof, you
will find yourself kicked out of that organisation yourself. This
applies to cities, guilds, or any other electable organisation now or in
the future.

We don't make people automatically immune from being removed from
organisations when they contest because contesting is not intended to be
a shield. We don't want someone to contest and then be able to run
around killing everybody in the city without any fear of reprisal.

Furthermore, you cannot create arbitrary rules that dictate who and when
one can contest in an organisation, and then outguild him/her when
he/she contests. Anybody who is able to contest within the coded
mechanics of the election system is allowed to contest at any time.

If you really want a dictatorship in a city, you're going to have to use
polls and propaganda to make your position unelectable. You're not going
to be able to do it by being a jerk and threatening to kick everybody
out.

I regret that I did not previously make this clear. As always, it would
be unfair for this rule to be applied retroactively. You all should have
known better, though.
