Guild Charters

They have arrived.

While I expect very, very few charters will ever be made. We will be
watching the number of guilds Imperian has over the next few months. We
may increase the requirements for charters as a result of what we see.
Additionally, sometime in the next few months, we will be putting in
code that will dissolve guilds that fail to keep a minimum level of
activity.
