Guild Permission Changes

A few changes that were requested by guild leadership in the recent GM
meeting.

- Anyone who is not a novice and not a probate can read the Guild Log.
- Guild Rank 2 or higher can now vote in elections.
- GTS will only work for those who are Guild Rank 3 or higher.
- Guildmaster and Secretary guild favours will carry additional weight.
