Arena Queue

I have removed the automated arena events, in favor of a new
experimental 'Queue' system. Depending on how this is received, I may
expand on it or I may put the automated system back into place.

Basically, you can join a Queue for the arena. Once there are 10 players
in the queue, a FFA event will be started and the 10 players will be
moved into the arena and the event will start 60 seconds later. If
players like this, I will expand it for use in the other arenas, and
with other events.

Commands
--------

JOIN FFA QUEUE
- This command will put you in the queue for the next event. You may go
about doing whatever you like (chatting, bashing, etc) and once there
are 10 players queued and the arena is open, you will be teleported
to the arena, and it will start in 60 seconds. The cost is 5 gold per
level.

QUIT FFA QUEUE
- This command will remove you from the queue and return your gold.

QUEUE
- Lists the number of players in the queue.

You will not be able to join a Queue FFA that has moved to the arena but
has not yet started.
