A few new commands for dealing with caravans:

UNLOAD <#> <material> FROM CARAVAN
- Allows you permanently dispose of some of the materials being
transported on your caravan.
RETURN CARAVAN
- Allows you to return a caravan to a refinery. Any materials on the
caravan will be wiped.
TAKEOVER <caravan>
- Take control of a caravan. The owner of the caravan cannot be in the
room with you.

The Administration views killing a person for the taking of their
caravan as a valid PK reason. There is, however, one caveat: if you're
killing someone for their caravan, you must then turn that caravan in.
Our intent is that this change will allow for some meaningful conflict
over trade. It is not our intent that this turns into a never ending
grief-fest. We will be monitoring the situation.

Don't do anything stupid. We know what is stupid. Your victim knows what
is stupid. And most importantly, you know what is stupid. Just don't do
it.
