Housing

Housing has received an upgrade today. For a full description you will
need to review the HELP HOUSING, DEVELOPMENT, and CHANCELLOR files.

In short, houses are now easier to build and maintain. There are also
several additional add ons you can get for your house. My favorite is
the trophy case for heads.

I will point out a couple of important notes.

1. Cities can only have up to 20 housing plots.
2. Houses can only have 10 rooms. Some houses are already bigger than
this. In this case, the house will stay this large, but once a room is
demolished, it cannot be rebuilt unless the house has less than 10
rooms.
3. Houses now cost the city to maintain, and can be taxed exactly like
shops. City leaders will want to review HELP CHANCELLOR to see the exact
costs for homes.
4. We are still converting houses over, so if you cannot issue the
command in your house, we will be getting to you soon. We are going to
be working through the Ministry of Development to track down all houses.
5. Proposals can now ONLY be used to expand your city roads and city
buildings. It will no longer be used for houses.

We will be looking out for bugs, so please use the BUG command to report
any problems.
