Smithing Changes

Some major Smithing changes:

- The rate at which the various weapon effects is now dependent
on the speed of a weapon. For example, the probability of a
soulquench "flare" against a target will be less if a sword's
speed stat is very high. A soulquench will flare more often
if the sword has a low speed stat.
- Artifact weapons and armours can have the various effects
placed on them.
- A new ability has been added for Transcendent smiths: resmith.
It allows you to remove special effects from Artifact weapons
and armours.

This represents a significant change in much of the code for adding
special Smithing powers. I wouldn't be surprised if there are some bugs,
so file good bug reports and we'll handle them as quickly as we can.
