Politics Changes

We've added in the first phase of our changes to city/council government
structures.

This phase includes the ability to add and remove powers from existing
positions within the government.

This is done through polls, which are proposed by ruling council
members, and then voted on by citizens. If a majority of the votes vote
'Yes', the power is added to or stripped from the position.

Positions that can receive or lose powers are: the cityleader, the
ruling council members, ministers, and ministry aides.

A new command has been created to let you see what powers you
(personally) have, what powers a specific position has, and what powers
are available to your city as a whole. The command is CITYPOWERS (or
COUNCILPOWERS) and its usage is explained in HELP CITYPOWERS.

Rest assured that this is only the first (of many) set of changes that
will be made to political structures. We'll be closely observing how the
'Polls' system works and working any bugs out of the system while we
simultaneously work on adding new functionality.
