Catapults and Trebuchets

I have added some commands for those with security permissions.

SEIGE <trebuchet> TARGETS
SEIGE <trebuchet> TARGET HERE
SEIGE <trebuchet> REMOVE TARGET <number>

You should be able to figure these out fairly easily. Basicly, as I
outlined in my previous post, you will be able to focus your catapult
defense, where you want it.
