Administrative Guidelines

Previously, the Administration's stance on issues involving target's
being summoned into an enemy city against their will was that unless the
summonee was summoned directly into a room full of guards, resulting in
instant death, the issue was dismissed. As always, there have been
special cases.

However, the new system of city defences effectively ensures that any
room in an enemy city can be extremely dangerous, so the guidelines
regarding summoning into enemy cities have been changed.

Administration now looks unfavourably upon the summoning of unwilling
targets into an enemy city in such a manner so as to use city defences
in an offensive capacity. As always, there will again be special cases
and exceptions to these (vague) guidelines.

Suffice to say, if you have very recently been involved in a raid
against that city (recent being a matter of minutes), or are within
several rooms of that city, these guidelines do not apply to you.

As always, please read HELP USINGISSUES before filing -any- issue, and
assure that your issue conforms to all of the guidelines contained
therein. Furthermore, please refrain from using issues to report bugs.
The BUG command actually works more effectively than the ISSUE command
is ensuring that your bug reports are looked at in a timely manner.
