Bug Fixes

- City/Council guards can no longer be moved while the mover is
graced.
- Fixed some problems with venom sacs and pocketbelts.
- Noctusari rejoice: Truenames should no longer be erased when
you participate in arena events.
- Players should no longer get stuck in an endless bleeding to
death loop while participating in Bloodbaths or Deathball matches.
- Mortal builder commands can no longer be fired by stupidity.
- Fixed a bug that was causing city/council guards to get confused
with whether or not they are guarding or trying to track to a
specific location. I basically freed a constraint that was
preventing some guards from moving. It's likely that a large
number of guards (particularly in Kinsarmar) started suddenly
moving around as if they were under attack. This should have only
lasted for no more than 5 minutes until they get their current
commands set properly and the effects are able to propagate to
all guards in the area.
