New Artifact Fixes

You should be able to properly trade in the items from last month now.

In addition, all of the new consumables can traded on the PROMO market now.

This includes the certificate, glacial bomb, holocaust bomb, dispersing charm, phantom beacon, transmitter, and the emitter.
