PK Rules Clarification

Since this was not explicit:

The recent PK rules revision in regards to conflict systems applies to ALL forms of violent retribution, not just bounties. Shard battles are meant to be entirely self-contained, similar to Arena events, and should not be used as fuel for bounties, assassin hits, or individual vendettas.
