Over the last few weeks, many of you may have noticed a new trend in Imperian's organizations -- bounty lists. The administration agrees that these are an excellent tool for keeping track of offenses against your city, council, or guild, but the lack of proper accountability and standards can make it difficult to process issues and console frustrated targets. With this is mind, we are now rolling out an official organizational bounty system.
The process is simple: after an individual has wronged an organization, an empowered member files a bounty. He or she must provide a reason (which will be displayed to the target, so don't be a tool) and offer a reward of gold, unbound credits, or an organizational favour. The reward is then placed in escrow to await collection. From the time of the filing, the bounty is valid for 18 in-character months. If a member of the bountying organization kills the target within that timeframe, the bounty is automatically considered fulfilled and the reward is granted to the killer. If the bounty is rescinded, the reward is returned to the filer (excluding favours, which are lost forever). A single organization may only place one bounty on a person at a time.
In guilds, only the guildmaster and secretaries may file and rescind bounties. In cities and councils, the cityleader, the councilmembers, and anyone with the security privilege may file and rescind bounties. Bounty offers and fulfillments are recorded in the organization's log as well as the organization's PLOG for the offending character.

- GUILD/CITY/COUNCIL BOUNTY will display the syntax for filing and rescinding bounty offers.
- BOUNTIES will display the active bounties in your organizations, as well as active bounties against you (minus certain details). Be sure to check this often before attempting a bounty kill, as someone else may have beaten you to it or the bounty may have expired.
- BOUNTIES <#> will show you more information on any bounty visible in the BOUNTIES list.
With the convenience of this system comes a necessary tweak to the PK rules. Bounties without detailed, valid reasons that are are unlikely to be supported in issue reports, as are bounties for offenses that do not affect the organization as a whole. Obelisk fights, raids/intrusions, caravan attacks, and overt declarations of war a few examples of the many valid reasons. Killing one specific orgmate does not justify a bounty. The filer of the bounty is the one who will bear the blame for a poorly-conceived reason should an issue arise. Additionally, just as you may not take on the personal vendattas of other players outside the confines of the Assassin System, no longer are organization-based beefs acceptable without a valid organizational bounty. This will ensure that everyone is fully aware of the reasons for their deaths (and that those deaths are kept to a reasonable level) in a relatively unrestricted way.
