Queue system

Hey guys,

Due to requeste at the recente Towne Halle Meete, I have added a QUEUE system for you all - try it out, I'm actually quite proud of it.

I designed it so the 'queue' command itself will be immune to stupidity (though what you queue won't necessarily be upon execution), and will execute immediately if you have the relevant balance. If you lack the balance you queue it to, it will wait until you have it.

You simply QUEUE BAL(ANCE) <command> or QUEUE EQ(UILIBRIUM) <command> to use it.

Here's an example of it in use:

Sdk kialae added to your BALANCE queue.
You pump out at yourself with a powerful side kick.
You connect to the torso!
Balance Taken: 3.00s
(-*-)
Mind paralyse kialae added to your EQUILIBRIUM queue.
Equilibrium Taken: 1.60s
You reach out with your mind and paralyse yourself.

In short, I tried to design it with the thought in mind that it's better to use the queue system by default than not. Arm balances are considered but are trickier than these balances to do, but will come later. If there's any recommendations please let me know!
