Outpost protection switching

I have implemented two improvements to the way outpost protection switching is handled, to make the process more transparent and to provide more options to choose from in this regard.

The CITY OUTPOST PROTECT command now takes an optional extra parameter, called OFFLINE. When specified, the outpost will not initiate the protection of its original target during the 24-hour delay. At the cost of not having the original target protected for a day, this ensures that the new protection scheme will take effect immediately, without any cooldown intervals getting in the way.

Additionally, when scheduling a new protection interval for an outpost, without specifying the "offline" option, you will now be notifed if the new protection interval will not start immediately due to a cooldown being still in effect.

Finally, I have added some extra checks to ensure that two outposts protecting the same target will guarantee a full 24-hours coverage.
