Obelisks: per-circle instead of per-city

I have implemented a rather big change to the obelisk system.

The whole obelisk system now focuses on the conflict between the three ideological sides, not on individual cities. Obelisks and outposts are now shared by all the cities and councils on one side. The generators now contribute energy into a shared pool of energy, to which all War ministries of all the cities from a circle have access to.

This also means that members of all cities and councils from one side can now participate in obelisk fights. The military logs (MILLOG) are now also shared by all related cities and councils.

Actions that require gold still take it from the War budget of the city that is trying to perform the action.

You still need to be a member of a city or council to participate in the system - having an aligned profession is not enough.

We are hoping that this change will make the system much more competitive and interesting for everyone involved. There will likely be further alterations to the system, as this version may suffer from the "too many cooks in a kitchen" syndrome (especially on the Magick side), the best way to address this is yet to be determined.

The shared energy pools now contain an averaged amount of energy that the cities within the circle used to have prior to the transition. The Demonic circle, obviously, has the same amount as previously.
