Various changes

I have implemented a couple of changes, based on players' suggestions. Enjoy!

- Titles have been removed from the following abilities: flyers, treewatch, skywatch, warning, telesense, landsense, and the foreboding stone.

- The elixirs of frost, speed, and levitation will now show a message if you already have the defence.

- New command: LEVEL.

- Attempts to POUR and EMPTY will now fail if you provide an invalid argument. This should prevent you from accidentally pouring vials to the ground when mistyping the target vial.

- Chivalry/Brutality: You can now DSL <target> <toxin 1> <toxin 2>, and it will automatically envenom the correct weapon with the specified toxin before each strike. It requires that you have the envenom ability and a vial containing that toxin. This is an experimental feature - if there are no problems, I will add it to other relevant abilities as well.

- Naturalism: you can now use TREELIST <type>.

- Perception: New elixlist functionality: ELIXLIST DECAY [months], displays only vials that will decay within the specified time. Months default to 10 if not given.

- Thespia: Therapeutics will now display its message before the unafflict one.

- On the obelisks front, the scheduled outpost protection change should be correctly displayed on the city report, and the problem with outposts forgetting their existing protection scheme upon being captured is also fixed.
