Colored says in emotes.

Hello everyone,

I have made some changes to emotes:

- Using quotes inside emotes now colors the enclosed text in your SAYS foreground color (for those who see it aside from you. You can see fore- and back-ground colors on your end). The reason I did it thus was because there were some issues with ANSI tags I couldn't resolve, and well, I don't think anyone uses background colors on SAYS anyway.

- You will need to close quote tags now. If you do not, a helpful message will inform you you did not close your tags.

- Errant periods at the end of the emote string (say if it is after a quote tag) should now be removed. If there's any other instances you find where it does not where it should, please BUG it, and message Me.

- If you find any bugs with the new functionality I have designed, please BUG it, as always, or IDEA any other ideas you have for emotes.
