I've reopened classlead report submission again. I've cleared all
endorsers and censurers on all reports, and I've set all existing
reports to "Unsubmitted". I didn't outright delete all reports because I
thought that some people might want to be able to refer to old reports
or resubmit old reports that were not addressed in the previous round.
You can edit or delete any of your existing reports.

This submission phase will last for two weeks and will end on or shortly
after the end of the day on January 6th, at 23:59 GMT. I'm going with a
two week submission phase both because of the Holidays and because some
people indicated that they had difficulty submitting their reports on
time in the previous round. If you do not submit your reports before
submissions are closed, you will not be able to submit it until the next
round of classlead reports. There will be no exceptions.

I've also removed the restriction of 5 classlead report submissions per
IP. Enough people had trouble with this (multiple people coming from the
same household) that it was doing more harm than good. However, if you
submit more than 5 reports across all of your characters by using
different IPs, you will be banned from having any input into classlead
reports in the future, your reports will be ignored, and you will
probably be shrubbed.

The intention is clearly that each individual player (not character) be
able to submit 5 reports. Please don't try to abuse this and ruin it for
other people.
