Classlead Reports

So, you probably already know from my previous post, but classlead
report submissions are now open! However, we're doing things differently
this time around.

In previous incarnations of the classlead process, we've encountered
difficulties in that our implementation of the process allowed a very
small group to dictate the entire conversation. The vast majority of
Imperian's population had no say or participation in the process.

So, I tried moving some of the classlead process over to the forums,
allowing people to propose their most desired changes to Imperian.
However, this deliberately left out people banned from the forums (even
though they should be left out!), as well as people who had no desire to
use the forums.

Here's a summary of the changes to the classlead process:

- Any active player who has a sum of lessons spent in his skills roughly
equal to Transcendent in one skill will be able to submit 5 classlead
reports.
- The 5 report limit is per person (not per Imperian character). You are
not allowed to submit additional reports on other characters you might
have in Imperian.
- You can submit a classlead report about any skill/ability you want.
You do not have to have the skill to submit a report on it.
- After a submission period (1 to 2 weeks, probably), the endorsement
period will begin. You will be able to endorse 5 classlead reports,
essentially placing your stamp of approval on them.
- You cannot endorse your own reports.
- After the endorsement period (another 1 to 2 weeks), we will then look at
the most highly rated reports and make implementation decisions from
there.
- The classlead guild position is obviated by these changes.
- The functionality of the REPORT command has been folded into the CLASSLEAD
command.
- Information about submitting classlead reports can be found in HELP
CLASSLEADS.

It is our hope that this process will allow us to get a feel on what a majority of Imperian's population would like to see changed/added with existing skills. The final decisions still rest with us, however; a highly rated report is not guaranteed to be implemented. We're only using this process to obtain information.

We're also planning that this shorter submission/approval process will result in a much faster development process. We hope to be much more responsive in making frequent skill changes, rather than only doing one big set of changes for each class, once a year.
