More Task Stuff

Fixed a task bugs.

I have completed the 'Newbie Task' for those of you unable to use the
Newbie channel anymore.

I have also fixed a problem with the 'EnterCity Task' that kept it from
completing if you were a member of a towne.

If you have TaskHints turned off then you will no longer get the task
completion messages anymore. The task will still be compelted, you will
just no longer get a message.

Thanks for the bug reports. I will probably be adding several new tasks
for players under level 21 over the next few days, so please report any
problem you run into.
