Greeetings all! Before we get to the bug fixes there is a new power
being added to the councils and cities of Aetherius. The city power to
change the names of the ranks within a city. The power is able to be
added to a position via poll (HELP 10.9.1 for more about that). The
syntax for the command is:

CITY RANK <1-6> <rank title> [female title]

As usual, when it comes to bugs there are a few general fixes before the
Demon Circle bug fixes.

General
-------
- Attacking mobs while phased will now unphase you.
- The presence of souls no longer stops phase or securing a mask.
- Phase now causes you to lose your entourage, with the exception of
your cobra.

Brutality
---------
- Sending your hound to sanctuary will now turn off bloodscent.
- Engage can no longer be used while paralysed, both arms broken, prone,
or entangled.

Enslavery
---------
- Fixed a bug with ordering a demon hound to kill disabling their track
ability.
- Fixed a bug with the demon hound not displaying its attack messages.
- Fixed a bug with demon hound not shredding shields properly.
- Fixed a summoning bug related to profession changing.

Malignosis
----------
- Eliminate is now stopped by being prone.
- Fixed a display error with soulpact and essence.

Noctu
-----
- Tentacles will no longer work once you are dead.

Vodun
-----
- Changed dollcurse to operate like other vodun abilities.
