Opening Khandava

Greetings,

I have received many requests by outsiders to visit Khandava.
I have decided to open Khandava up to all who are not specifially
specifically enemied to the Council.

I welcome all outsiders to visit, explore, shop, talk and
ask any questions you may have.

If this is abused in any way then I will not hesitate to
close the council up again to outsiders.
