Low Population Systems

I'm looking to improve some of the systems in Imperian that do not operate with low population. Whether it be shardfalls, obelisks, raiding, or even just the way politics work in the city orgs and so on.

Are there things that would be better to just be removed? Or maybe things need to work with just individual players better? Is it better to run city orgs with an NPC? What systems are overly complicated?

I'm sure there are a lot I can't even think of right now. Do you have a wish list of things you've been dreaming about? What would your dream Imperian look like? I can make no promises, but send them along to me.
