Various behind the scene fixes

Following on from the last batch, I went digging through the error logs and cleared out a pile of issues that had been firing in the background. Some of them for years. Most you would never have seen directly. A few you might have.

The one you can actually use: SERAPH PANIC against mobs was often throwing an error and did nothing.

The rest are things that used to quietly break:

- WHISPER at a mob no longer errors.

- BAIT POLE WITH <something that isn't bait> now tells you so, instead of failing silently.

- RAID OBJECTIVES and TOPCITY no longer choke on cities with no raid presence, and neither do the declare and end steps of a raid.

- Certain quest turn-ins handled by mobs no longer error.

- A handful of combat and creature messages that could glitch out are fixed.

- Aura effects now clear properly while you are logged out.

Three smaller ones round it out: spawned mobs killing each other, a swamp card's poison outliving the mob it was stuck to, and a crafting commodity lookup. Each had its own errors behind the scene.

What to watch for:

I did make some changes to the way messages might be displayed, so if you start seeing "an unspecified thing", where you used to see a proper message, please let me know.
