Surge Cooldown

Hello!

I've added a cooldown to surges based on area affinity. This is not a blanket cooldown, but rather is determined by the power of the surge.

First, an explanation of surges. When you use an ability thematically tied to your circle in an area of affinity not matching your own, it may cause a surge to occur. Different abilities have different base power levels, which are one part of the calculation that determines if a surge will occur.

The base power of the ability you have used is one variable in the calculation of overall power of the resulting surge. If it is within certain thresholds, a number of surge effects may occur.

The newly added cooldown will ensure that no surge of the same power will occur for 10 seconds after a surge fires. This does not mean the same ability cannot generate a surge for 10 seconds - there is a random component to the resulting power, and surges meet range thresholds, so it is still possible.

Should a more powerful surge occur during the cooldown, the cooldown will be reset based on the new surge power.
