Raiding Changes!

Due to some sweet sneaky moves, we are making a small change to how guards react when moving them around with the ORDER command during a raid.

From now on, whenever a guard moves during a raid, the system will check how many guards are in that room. If there are more than 10, we are going to have them scatter.
