A couple of tweaks to the recent Runelore changes:

- The flared Pithakhan rune now reduces the next two sips by 50% instead of blocking one fully

- Flaring the Pithakhan and Nauthiz runes now requires a wielded tablet

- Runes that require a wielded tablet now only require that any tablet is wielded - it doesn't need to be a tablet with the rune. While not entirely realistic, this reduces micro-management without affecting balance.

- Flared Nairat and Loshre rune now properly unmask afflictions as appropriate
