A few more minor Splintered Souls changes

Hello, all. A few minor changes/bug fixes for the currently running event.

- You can no longer enter negotiation with someone if you are already negotiating with someone else.
- You may now revoke your pending negotiation using WITHDRAW NEGOTIATION. This does *not* clear any pending divestment, only 'keep' or 'release'.
- Fixed a bug causing negotiation to not be cleared if your target logged out, potentially leaving you with multiple pending negotiations to invalid targets.

Hopefully that sorts out some weirdness that was happening with the new mechanics.
